Reappropriates $4,856,000 from the Development and Enhancement Fund to the Department of Education - Educational Television Division, effective July 1, 2021.

Funds designated for maintenance of state-owned broadcast infrastructure and network distribution system, operating expenses, and federal and other matching grant requirements.

Authorizes the Department to accept grants, donations, and federal funds to supplement State Treasury funds for project financing.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws.

Declares an emergency effective July 1, 2021 to ensure continuity of essential governmental programs, as state constitution limits appropriations to one-year periods.
