Reappropriates federal funds totaling $60,521,411 to the Department of the Military for four capital projects effective July 1, 2021: Professional Education Center Dining Facility construction ($1,243,683), Readiness Center Joint Force Headquarters at Camp Joseph T. Robinson ($43,000,608), PEC Dining Facility construction and expansion ($3,500,000), and Readiness Center at Fort Chaffee ($12,777,120).

Reappropriates $4,349,785 from the Armory Construction Fund for repair, construction, renovation, landscaping and maintenance of armories, hangars, and other Arkansas National Guard properties.

Reappropriates $15,000 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, stewardship or preservation of state-owned lands, historic sites, buildings, structures or objects.

Requires all disbursements to comply with state purchasing, accounting, budgetary procedures, revenue stabilization laws and Department of Finance and Administration regulations; permits agencies to accept grants, donations, and federal funds to supplement appropriations.

Declares an emergency effective July 1, 2021, finding that annual appropriation requirements and immediate agency operation necessitate the act's expedited effectiveness.
