Reappropriates $1,303,989 from Act 157 of 2020 for repairs and renovations to the Education Center/Warehouse Building, effective July 1, 2021.

Reappropriates $1,253,000 from Act 157 of 2020 for repairs and renovations to the Administration Building, effective July 1, 2021.

Authorizes the Department of Energy and Environment to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws.

Declares an emergency effective July 1, 2021, citing constitutional prohibitions on multi-year appropriations and the need for immediate agency operations.
