Reappropriates the balance of capital improvement appropriations from Act 117 of 2020 to the Department of Commerce - Office of Skills Development, effective July 1, 2021, in a sum not to exceed $40,000,000.

Funds are designated for personal services, operating expenses, equipment, and grants for comprehensive statewide workforce development programs.

Permits the Department to accept and use grants, donations, and Federal funds to supplement State Treasury funds, but prohibits use of Maintenance and General Operations appropriations for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency clause, making the act effective July 1, 2021, to ensure continuous agency operations and prevent harm to essential governmental programs.
