Reappropriates balance amounts from Act 113 of 2020 to the Department of Human Services - Division of Youth Services, effective July 1, 2021, totaling $6,530,000 across five capital improvement projects.

$1,500,000 for maintenance of residential facilities.

$3,700,000 for upgrades to surveillance systems at Harrisburg, Lewisville, Mansfield, Dermott, and Arkansas Juvenile Assessment and Treatment Center facilities.

$50,000 for road improvements at the Mansfield residential facility, $480,000 for generator purchases at five facilities, and $800,000 for building removal at Mansfield and Arkansas Juvenile Assessment and Treatment Center facilities.

Declares an emergency effective July 1, 2021, requiring strict compliance with state purchasing, accounting, budgetary procedures, and fiscal control laws, and permits use of grants, donations, and federal funds to supplement appropriated amounts.
