Reappropriates unexpended balances of capital improvement appropriations from Act 103 of 2020 and Act 18 of 2020 to multiple Arkansas higher education institutions effective July 1, 2021.

Covers construction, renovation, maintenance, equipment purchases, and technology infrastructure projects across Arkansas State University, Arkansas Tech University, Henderson State University, Southern Arkansas University, University of Arkansas for Medical Sciences, University of Arkansas system campuses, and University of Central Arkansas.

Includes funding for specific projects such as engineering buildings, student centers, fine arts renovations, HVAC system upgrades, and critical/deferred maintenance at various campuses totaling approximately $200 million.

Appropriates funds for historic site preservation and restoration projects from the Arkansas Natural and Cultural Resources Grant and Trust Fund at multiple institutions.

Requires compliance with state purchasing laws, accounting procedures, and revenue stabilization requirements; declares emergency clause for effective date of July 1, 2021.
