Amends Arkansas Code § 23-79-140 to add "breast magnetic resonance imaging" as a diagnostic tool for breast cancer evaluation using magnetic fields and radio waves to produce detailed breast images.

Requires health benefit plans to cover screening mammography (including digital breast tomosynthesis) and breast ultrasounds with no copayment or deductible for screening mammograms.

Mandates coverage for baseline mammograms for women ages 35-40, annual mammograms for women 40 and older, and additional screening based on physician recommendation for women with breast cancer history or genetic risk factors.

Establishes that diagnostic mammography, breast MRI, and breast ultrasound cost-sharing requirements must be no less favorable than those for screening examinations.

Requires healthcare insurers to reimburse digital mammography services at minimum 1.5 times the Medicare reimbursement rate using appropriate Healthcare Common Procedure Coding System or Current Procedural Terminology codes.
