• Creates the Public Safety Equipment Grant Program within the Department of Public Safety, administered by the Secretary of the Department of Public Safety.

• Authorizes grants to law enforcement agencies, detention centers, and corrections agencies for equipment including body cameras with auto-activation, in-car cameras, cloud-based storage, server hardware, conducted electrical devices, virtual reality training, agency accreditation programs, bulletproof vests, pepper spray, and rubber bullets.

• Establishes a grant review committee consisting of law enforcement officers and other interested persons to evaluate applications and advise on grant awards.

• Creates the Public Safety Equipment Grant Program Fund consisting of general revenues, private grants, and other authorized sources to fund the program; requires the Secretary to submit annual reports by October 1 to the Governor and Legislative Council.

• Declares an emergency and provides for immediate effective date upon gubernatorial approval, allowing the program to address nonlethal equipment needs to improve public safety and law enforcement transparency.
