Allows persons convicted of federal nonviolent felonies to possess firearms in Arkansas if 10 years have elapsed since sentence completion, including payment of all fines, fees, and restitution, and the person has no other felony convictions under state or federal law.

Requires individuals seeking firearm possession rights under this provision to submit to a background check conducted by the Division of Arkansas State Police at their own expense.

Directs the Director of Arkansas State Police to notify the Arkansas Crime Information Center upon verification that an individual may lawfully possess a firearm under this section.

Requires the Arkansas Crime Information Center to enter a notation in the person's criminal history and accessible law enforcement records indicating the person may lawfully possess a firearm under Arkansas law despite their federal felony conviction.
