• Amends Arkansas Code § 11-10-314 to clarify that Division of Workforce Services information is confidential, protected by government privilege, and exempt from the Freedom of Information Act.

• Adds "upon request" language throughout to establish that claimants, employers, and interested parties may obtain their own information or information they provided, subject to agency rules and restrictions.

• Repeals sections (h), (j), (k), (m), and (n) that previously allowed broad disclosures to specific state agencies for economic development purposes and to the State Insurance Department and Workers' Health and Safety Division.

• Strengthens requirements for third-party disclosure of confidential information by requiring written releases that specify the information disclosed, purpose of use, and parties who may receive it.

• Adds new section (t) requiring cost-sharing agreements between the Division and information recipients and mandating compliance with federal and state law for all data-sharing arrangements and publications.
