Creates a 20% sentence enhancement (imprisonment, fines, and probation) for offenses where the defendant purposely selected the victim due to race, color, religion, ethnicity, ancestry, national origin, homelessness, gender identity, sexual orientation, sex, disability, or military service.

Excludes sex-based enhancements for sexual offense crimes under sections 5-14-101, 5-26-201, 5-26-301, 5-26-401, and 5-26-501.

Establishes a central repository for hate crime data collection and requires law enforcement agencies to submit quarterly reports to the Arkansas Attorney General including suspect and victim demographics, criminal outcomes, and crime summaries.

Mandates the Attorney General to publish an annual hate crime report on December 1 each year and distribute it to state leadership, federal prosecutors, and the FBI.

Elevates filing false hate crime reports to a Class C felony and increases penalties for frivolous prosecutions seeking sentence enhancements under this law.
