Amends Arkansas Code § 25-4-115 regarding professional services contracts between the Division of Information Systems and outside vendors.

Changes approval authority from the Chief Fiscal Officer of the State to the Secretary of the Department of Transformation and Shared Services for using appropriated funds to purchase professional services.

Requires the Secretary to determine that resignations, vacancies, or inability to employ persons with technical skills necessitate the use of salary appropriations for professional services before approval.

Requires the Secretary to obtain approval from the Legislative Council or Joint Budget Committee (if the General Assembly is in session) before transferring regular salary appropriations to maintenance and operation appropriations for professional services.
