Amends Arkansas Code § 12-9-209 to require agencies that hire a trained law enforcement officer to reimburse the original training agency within 18 months of the officer's completion of training at a state-funded or municipally operated academy.

Reimbursement is not required if the original training agency terminated the officer, and reimbursement may only be sought from the first agency that employed the officer after training.

Establishes a tiered reimbursement schedule based on when the officer is hired: 100% if within 2 months, 80% if 2-6 months, 60% if 6-10 months, 40% if 10-14 months, and 20% if 14-18 months after training completion.

Requires reimbursement to include salary, travel expenses, food, lodging, and other costs paid by the training agency.

Authorizes the State Treasurer to withhold reimbursement amounts from county or municipal aid, or from state agency appropriations, and remit the funds to the agency entitled to reimbursement if the hiring agency fails to pay.
