Appropriates $5,000,000 to the Department of Parks, Heritage, and Tourism for the Statewide Maritime Sultana Museum for the fiscal year ending June 30, 2022, payable from the Development and Enhancement Fund.

Funds may be used for planning, development, land acquisition, construction, lease, equipment acquisition, improvements, renovations, major maintenance, personal services, and operating expenses.

Requires the Chief Fiscal Officer to transfer $5,000,000 from the General Revenue Allotment Reserve Fund to the Development and Enhancement Fund immediately upon the act's effective date.

All disbursements must comply with state procurement law, accounting procedures, budget laws, and regulations promulgated by the Department of Finance and Administration.

Declares an emergency effective July 1, 2021, based on constitutional restrictions limiting appropriations to one-year periods and the need for immediate agency operations.
