Amends Arkansas Code § 5-73-122(a)(3) to add an exception allowing concealed handgun licensees to carry firearms in municipally owned or maintained parks and similar recreational properties.

Prohibits concealed carry in specific areas within parks and recreational properties: active sports fields (football, baseball, soccer, or other athletic fields during events or practice), municipally owned or maintained buildings, and leased areas used for special events.

Requires that individuals carrying concealed handguns possess a valid concealed handgun license under Arkansas Code § 5-73-301 et seq.
