Allows sexual assault victims to request that an accused person be tested for HIV or HIV antibodies, whether or not the accused is in custody, with test results provided to the victim.

Requires the court to order testing within 48 hours of information or indictment being presented if the court finds reasonable cause and the charge involves forcible compulsion or threat of forcible compulsion.

Tests must be confidentially administered by a licensed physician, the Department of Health, or a local health department, with costs borne by the requesting entity if for forensic purposes.

Mandates that upon victim request and defendant conviction, the court shall order the convicted person to submit to AIDS testing, with results released to both victim and defendant.

Ensures sexual assault victims receive appropriate counseling, HIV testing, and referral for health care and support services upon request.
