Requires all disbursements to comply with state procurement, accounting, budgetary procedures, revenue stabilization, and salary restriction laws, plus Department of Finance and Administration regulations.

Declares an emergency due to insufficient funds for the university to continue providing essential governmental services, making the act effective immediately upon passage and approval.
