Appropriates $4,356,950 to the University of Arkansas for fiscal year 2020-2021, consisting of $3,396,522 for regular salaries and $960,428 for personal services matching, supplemental to Act 140 of 2020.

Appropriates $66,734 to the University of Arkansas for operating expenses of the Arkansas School for Mathematics, Sciences and the Arts for fiscal year 2020-2021, supplemental to Act 140 of 2020.

Requires all fund disbursements to comply with state procurement laws, accounting procedures, revenue stabilization laws, and salary restrictions acts, with oversight by the Department of Finance and Administration.

Declares an emergency clause finding that existing funds for University of Arkansas at Fayetteville operations were insufficient due to unforeseen circumstances, making immediate appropriation necessary for continued essential governmental services.

Becomes effective upon passage and approval on March 8, 2021.
