Appropriates $2,470,322 to Arkansas State University for operating expenses in fiscal year 2020-2021, supplemental to funds previously appropriated in Act 135 of 2020.

All appropriated funds are designated for maintenance and general operation expenses only, with no funding allocated for conferences, travel, professional fees, capital outlays, or data processing.

Funds must be disbursed in compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable state fiscal control laws.

Declares an emergency due to insufficient funds for Arkansas State University - Jonesboro to continue providing essential governmental services, making the act effective immediately upon passage and approval.
