Appropriates $2,500,000 to Arkansas State University - Beebe for operating expenses in fiscal year 2020-2021, supplemental to funds previously appropriated by Act 127 of 2020.

Funds are payable from the Arkansas State University - Beebe Fund and designated entirely for operational expenses, with no allocations for conferences, travel, professional fees, capital outlay, or data processing.

All disbursement of funds must comply with state fiscal control laws including the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and regulations from the Department of Finance and Administration.

Declares an emergency clause due to unforeseen circumstances making previously appropriated funds insufficient for the university to continue providing essential governmental services.

Approved March 8, 2021, with effective date immediate upon passage and approval, or upon expiration of the governor's veto period if not signed.
