Amends Arkansas Code § 11-4-205 to add an exception stating that collective bargaining by public employees is prohibited under the new § 21-1-801 et seq.

Prohibits public employers from recognizing labor unions or public employee associations as bargaining agents and from entering into collective bargaining contracts with such organizations.

Defines "public employee" to include state employees, higher education employees, court employees, and school district employees, while excluding public safety officers (law enforcement and firefighters) and certain transit system employees.

Requires automatic termination of any public employee who willfully refuses to perform employment duties while acting in concert with other employees, including strikes, walkouts, or physical obstruction of employer operations.

Makes terminated public employees ineligible for employment with any public employer for 12 months and requires public employers to include dismissal grounds for willful refusal to work in personnel manuals.
