Amends Arkansas Code § 13-4-403 to expand the definition of "criminal investigation documentation" to explicitly include audio media, visual media, and audiovisual media as separate categories alongside photographs and lab reports.

Establishes retention periods for criminal investigation documentation: 30 years for Class Y or Class A felonies, 10 years for non-Class Y felonies, 3 years for misdemeanors/violations and civil matters, and 3 years for use of force incidents and administrative proceedings; audio/visual media defaults to 30 days retention unless covered by these categories.

Authorizes law enforcement agencies, dispatch centers, public safety answering points, jails, and detention centers to charge requestors for costs associated with retrieving, reviewing, redacting, and copying audio/visual media, with charges not to exceed $20.00 per hour for requests exceeding 3 hours of personnel time.

Requires requests for audio/visual media to be sufficiently specific to enable location with reasonable effort and allows prepayment requirements for requests estimated to exceed 3 hours of personnel time.

Mandates that electronic record providers charging for these services provide copies of invoices to the relevant county or entity maintaining the records.
