Creates the Vulnerable Child Protection Act as a new subchapter in Arkansas Code Title 20, Chapter 27

Prohibits healthcare professionals from providing gender reassignment services (including surgery or hormone treatment) to minors under 18 years of age

Establishes disciplinary consequences for violations, including suspension or revocation of a healthcare professional's license, certificate, or authorization to practice

Makes knowingly providing gender reassignment services to a minor a Class D felony upon conviction

Prohibits use of public funds for providing, referring, or covering gender reassignment services for minors, or contracting with entities to provide or refer such services
