Arkansas National Guard soldiers and airmen may attend state-supported institutions of higher education tuition-free if they are Arkansas residents, have completed initial active duty training, and are in good standing as active service members.

Eligible soldiers and airmen must be accepted and enrolled as students in good standing, complete the Free Application for Federal Student Aid (FAFSA), apply for federal and state grants and scholarships, and be pursuing an undergraduate degree without having previously earned a bachelor's degree.

Allows a temporary waiver of the initial active duty training requirement in cases of exigent circumstances, as defined by rules promulgated by the appropriate authority, making soldiers and airmen eligible for tuition benefits even if they have not completed initial active duty training.
