Creates the "Fairness in Women's Sports Act" requiring all school athletic teams to be designated by biological sex as "male/men's/boys," "female/women's/girls," or "coed/mixed"

Prohibits female-designated athletic teams from being open to male students

Bars state government entities, licensing organizations, and athletic associations from accepting complaints, opening investigations, or taking adverse action against schools that maintain separate female athletic teams

Grants students private rights of action for injunctive relief and damages (including monetary damages and attorney's fees) if deprived of athletic opportunities or retaliated against for reporting violations

Allows schools to sue state entities and athletic organizations for damages if harmed by violations; civil actions must be filed within two years of harm
