Appropriates $32,200,000 to the Department of Finance and Administration from the Development and Enhancement Fund for AASIS modernization implementation costs

Permits the department to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for financing project costs

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically provided otherwise

Directs that disbursed funds comply with stated reasons for adoption as documented in Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee

Effective July 1, 2021, with emergency clause due to constitutional prohibition on appropriations exceeding one year period and need for immediate agency operation
