Appropriates funds from the Development and Enhancement Fund to 11 Arkansas higher education institutions for capital improvement projects totaling approximately $115 million.

Arkansas State University receives $15,000,000 for system-wide improvements including a College of Engineering building ($4,364,480), Library HVAC renovation ($3,227,020), and equipment/library renewal ($2,989,855).

University of Arkansas receives $15,000,000 for system-wide improvements including an Institute for Integrative and Innovative Research ($3,500,000) and agricultural research center upgrades ($3,500,000).

Remaining appropriations distributed to Arkansas Tech University ($16,334,722), Henderson State University ($10,277,420), Southern Arkansas University ($10,642,642), University of Arkansas for Medical Sciences ($32,355,000), and four regional campuses for construction, renovation, maintenance, and equipment purchases.

Funds are payable only from state treasury funds actually available; institutions may supplement with grants, donations, federal funds, and unobligated cash income; effective July 1, 2021.
