Appropriates $30,000,000 to the Department of Transformation and Shared Services - Division of Information Systems from the Development and Enhancement Fund for critical equipment acquisition and upgrades.

Allows recipient institutions and agencies to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Specifies that funds must be disbursed in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative minutes.

Declares an emergency clause making the act effective July 1, 2021, citing constitutional restrictions on multi-year appropriations and essential agency operations.
