Appropriates $120,000 to the Arkansas Catfish Promotion Board from the Arkansas Catfish Promotion Fund for fiscal year ending June 30, 2022.

Allocates funds as follows: $1,000 for operating expenses, $25,000 for promotional items, $89,000 for research development, and $5,000 for consumer information.

Requires all fund disbursement to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Directs that funds be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative recommendations from the Joint Budget Committee.

Declares an emergency effective date of July 1, 2021, citing the constitutional prohibition on multi-year appropriations and the need for immediate agency operations.
