Appropriates $500,000 for major maintenance, renovation, repair or construction contingency for capital projects to the Department of Finance and Administration - Disbursing Officer from the Development and Enhancement Fund.

Appropriates $25,000,000 for State Motor Vehicle Acquisition.

Appropriates $50,000,000 for information technology enhancement, innovation, operation, equipping, consolidation, construction, repair, expansion, maintenance, improvement, replacement and upgrade to existing state technology systems and development of new projects.

Requires all disbursements comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law and other applicable fiscal control laws unless specifically exempted by law.

Declares an emergency effective date of July 1, 2021, with approval dated April 23, 2021.
