Appropriates $700,000 from the Development and Enhancement Fund to the Department of Transformation and Shared Services - Arkansas Geographic Information Systems Office for the Arkansas Digital Orthophotography Program 2022 update.

Permits the receiving agency to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Restricts use of appropriated funds to the stated purposes and prohibits use of Maintenance and General Operations funds for these capital projects.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and regulations of the Department of Finance and Administration.

Declares an emergency effective July 1, 2021, as required by the Arkansas Constitution which prohibits appropriations for more than one year.
