Appropriates $4,095,476 to the Arkansas School for the Blind for capital improvement projects including waterproofing ($801,800), plumbing repairs ($800,175), electrical upgrades ($474,000), ADA compliance ($2,000,001), security upgrades ($427,700), physical education building renovation ($295,550), and sidewalk installation ($296,250).

Appropriates $116,816,763 to the Arkansas School for the Deaf for capital improvements including general maintenance ($19,516,808), Campus Master Plan Phases 1.1-1.3 ($52,378,265), Phases 2.1-2.3 ($16,578,432), Phases 3.1-3.3 ($16,636,758), and Athletic Complex ($8,306,500).

Funds are payable from the Development and Enhancement Fund and may be supplemented with grants, donations, Federal funds, and unobligated cash income available to the institutions.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2021, finding that the appropriations are essential to agency operations and that delay beyond July 1, 2021 could cause irreparable harm to government programs.
