Adds Arkansas Code 12-75-134 requiring the Legislative Council or Joint Budget Committee to review and approve detailed plans for distributing unanticipated federal disaster relief funds related to public health emergencies before expenditure.

Defines "statewide state of disaster emergency related to public health" as a Governor-declared emergency affecting either at least 19 counties or 25% of the state's population according to the most recent federal census.

Grants the Legislative Council or Joint Budget Committee authority to request a detailed distribution plan from the Chief Fiscal Officer, with funds unable to be spent unless the plan receives approval within 30 calendar days (approval is automatic if no review occurs within that timeframe).

Establishes that this law is supplemental to existing Arkansas law regarding unanticipated federal funds and does not repeal or supersede other required actions.

Declares an emergency effective immediately upon Governor approval to ensure the state can effectively respond to public health disaster situations.
