Amends Arkansas Code § 6-82-1801(1) to add private, nonprofit two-year and four-year colleges and universities as approved institutions eligible to participate in the Arkansas Future Grant Program.

Expands the definition of "approved institution of higher education" to include private, nonprofit institutions alongside existing state-supported institutions, technical institutes, and nursing schools.

Modifies Arkansas Code § 6-82-1803(a)(2) to cap grant amounts for students attending four-year institutions at the average cost of tuition and fees at two-year institutions, whether state-supported or private nonprofit.

Ensures students attending private nonprofit four-year institutions receive the same grant calculation methodology as those at state-supported four-year institutions.
