Removes the fixed $2,700 campaign contribution limit and replaces it with a maximum amount to be established by rule of the Arkansas Ethics Commission, allowing for periodic adjustments.

Establishes a base contribution limit of $2,000 as of January 1, 2015, with automatic adjustments at the beginning of each odd-numbered year based on the percentage certified to the Federal Election Commission by the United States Bureau of Labor Statistics.

Requires the Arkansas Ethics Commission to round any adjusted contribution limit to the nearest $100 increment.

Applies the new contribution limit framework to both candidates accepting contributions and individuals or entities making contributions to candidates.

Directs the Arkansas Ethics Commission to promulgate rules identifying the adjusted contribution limits under this revised system.
