Changes licensing requirement for abortion clinics from performing abortions on 10 or more women per month to performing abortions on any woman known to be pregnant in any month.

Prohibits hospitals from performing abortions except when necessary to save the life of the pregnant woman in a medical emergency.

Defines "abortion" as using any instrument, medicine, drug, or substance with the purpose to terminate pregnancy knowing it will with reasonable likelihood cause death of the unborn child.

Specifies that certain procedures are not considered abortions, including those performed to save the life or preserve the health of the unborn child, remove a dead unborn child from spontaneous abortion, or remove an ectopic pregnancy.

Defines "medical emergency" as a condition where abortion is necessary to preserve the life of a pregnant woman endangered by a physical disorder, illness, or injury, including conditions caused by the pregnancy.
