Appropriates $720,707 from the Miscellaneous Agencies Fund Account to the Arkansas Supreme Court - Court Commission for fiscal year 2021-2022, including $392,341 for regular salaries, $122,521 for personal services matching, and $28,080 for investigator expenses.

Establishes maximum of 6 regular employees for the Court Commission including an Executive Director (Grade SE01), Deputy Executive Director (Grade GS12), Fiscal Manager (Grade GS08), Investigator (Grade GS07), Paralegal (Grade GS06), and Legal/Admin Secretary (Grade GS05).

Repeals Act 98 of 2021 Regular Session and makes identical appropriation of $720,707 to the Judicial Discipline and Disability Commission with the same employee structure and salary allocations.

Amends Arkansas Code § 7-6-218(b)(3)(B)(ii)(b) to allow the Arkansas Ethics Commission to disclose confidential information regarding attorney or judge complaints to the Supreme Court Committee on Professional Conduct or the Judicial Discipline and Disability Commission.

Repeals Arkansas Code Title 16, Chapter 10, Subchapter 4 establishing the Judicial Discipline and Disability Commission, effective July 1, 2021 through emergency clause.
