Appropriates $4,000,000 from the Higher Education Grants Fund Account to the Department of Education - Division of Higher Education for the fiscal year ending June 30, 2022.

Funds shall be used for scholarships to Historically Black Colleges and Universities and for personal services and operating expenses related to outreach programs promoting awareness of those scholarships.

Disbursement of funds must comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other fiscal control laws and regulations of the Department of Finance and Administration.

Funds must be disbursed in compliance with stated reasons for appropriation as evidenced in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Act becomes effective July 1, 2021 under emergency clause due to constitutional one-year appropriation limitation and necessity for immediate agency operation.
