Appropriates $4,000,000 from the Development and Enhancement Fund to the Department of Education - Division of Higher Education for the fiscal year ending June 30, 2022.

Funds designated for grants and scholarships to Historically Black Colleges and Universities, as well as personal services and operating expenses for outreach programs promoting awareness of those scholarships.

Disbursement of funds must comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws and regulations.

Funds must be used in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and Arkansas Legislative Council or Joint Budget Committee records.

Act effective July 1, 2021 under emergency clause provisions, with approval date of April 25, 2021.
