Establishes separate annual caps of at least $500 for diagnostic laboratory services (excluding radiology) and at least $500 for radiology services under Arkansas Medicaid, replacing the previous combined $500 cap for all diagnostic laboratory services including radiology.

Exempts laboratory or diagnostic procedures that are essential health benefits from counting toward the annual caps.

Requires the Department of Human Services to apply for any necessary federal waivers, Medicaid state plan amendments, or other authorizations to implement the new cap structure.

Finds that radiology services are more expensive than diagnostic laboratory services and that grouping them together reduced beneficiary access to needed tests.
