Appropriates $2,250,000 from the Development and Enhancement Fund to the Department of Agriculture for grants to county and district fairs.

Distributes funds to all county and district fairs in Arkansas at $30,000 each or on a pro-rata basis if insufficient funds, for maintenance, personal services, operating expenses, renovation, equipment, construction, improvement, upgrade and repair of real property and facilities.

Funding provisions are effective from July 1, 2021 through June 30, 2022.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law and other applicable fiscal control laws in fund disbursement.

Declares an emergency clause to make the act effective July 1, 2021 and approved on April 25, 2021.
