Establishes February 26 of each year as "John R. 'Johnny' Cash Day" to honor the musical contributions of John R. "Johnny" Cash to the United States and Arkansas.

Recognizes that Johnny Cash was born in Kingsland, Arkansas, and was a legendary musician and citizen of the state who contributed to American and Arkansas musical history.

Acknowledges that Cash's childhood home in Dyess, Arkansas had a significant impact on his life and music, and that the Historic Dyess Colony contains his restored family home as part of preservation of the 1934 New Deal program.

Designates Johnny Cash Day as a memorial day, not a legal holiday.

Authorizes the Governor to issue an appropriate proclamation each year to commemorate John R. "Johnny" Cash Day.
