Appropriates $500,000 to the Department of Education from the Division of Elementary and Secondary Education Fund Account for Save the Children programs.

Funds support statewide in-school, summer, and after-school literacy, nutrition, home visiting, and early childhood programs for low-income, at-risk children.

Disbursement must comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws.

Requires funds to be used consistent with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative records.

Effective July 1, 2021 under emergency clause due to Arkansas constitutional prohibition on appropriations exceeding one-year periods.
