Establishes a maximum of 103 regular employees for the Division of Youth Services with specified job classifications and salary grades, ranging from DHS Deputy Director to Youth Program Specialist positions.

Appropriates $12,471,768 for operations including $4,984,613 in regular salaries, $41,903 in extra help, $1,769,260 in personal services matching, and $8,699 in overtime, plus maintenance and general operating expenses.

Appropriates $2,480,444 for community-based sanctions, $18,821,100 for community services, $5,832,942 for federal child and youth service grants, and $28,012,244 for residential services.

Authorizes up to 36 part-time or temporary extra help employees and establishes 320 contingent residential services positions to be used if private provider contracts cannot be maintained.

Requires $240,000 annual funding for the Juvenile Ombudsman Program and $400,000 transfer to the Juvenile Detention Facilities Operating Fund, with all disbursements subject to state procurement, accounting, and budgetary procedure laws.
