Appropriates $10,000,000 to the Department of Agriculture - Arkansas Natural Resources Commission for a water grant program for the fiscal year ending June 30, 2022.

Grant funds are designated to extend an existing water system to an unserved area no greater than 25 square miles occupied by residences and at least 2 conference or retreat centers that host events for children or youth.

Disbursement of funds must comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable state fiscal control laws and regulations.

Funds must be used in accordance with stated reasons for the appropriation as documented in budget manuals, agency requests, executive recommendations, and legislative recommendations prepared by the Department of Finance and Administration.

Act becomes effective July 1, 2021 under an emergency clause, with the General Assembly finding that delayed implementation could harm agency operations and essential governmental programs.
