Amends Arkansas Code § 19-5-601(c) to allow newly incorporated municipalities to use the most recent federal decennial census data (calculated by the Arkansas Geographic Information Systems Office) for Municipal Aid Fund distribution purposes until newer census data becomes available.

Amends Arkansas Code § 26-74-313(d)(8) to apply the same population data provision to counties and municipalities receiving proceeds from countywide gross receipts taxes on capital improvements.

Amends Arkansas Code § 27-70-207(c)(2) to apply the same population data provision to the distribution of highway revenue to cities and incorporated towns by the Treasurer of State.

Declares an emergency clause, finding that newly incorporated municipalities during a federal decennial census year may lack federal census data until 2022 and cannot receive proper disbursement of turnback and county tax funds without this procedure.

Becomes effective immediately upon Governor approval, expiration of the veto period, or veto override; approved March 24, 2021.
