The State Parks Division shall annually develop a schedule of base fees, rates, tolls, charges, and rentals for lodging, camping, events, services, and accommodations across the state parks system in coordination with the Secretary of the Department of Parks, Heritage, and Tourism.

The division may implement dynamic pricing to increase or decrease approved fees by up to 20% increases or 50% decreases based on market forces including seasonal demand variation, occupancy rates, market analysis, and special event interest to maximize revenues and promote fiscal soundness of the state parks system.

The division must submit annually a report to the State Parks, Recreation, and Travel Commission and the Legislative Council regarding implementation of the dynamic pricing strategy.

Fees, rates, tolls, charges, and rentals established under this law are exempt from the rulemaking requirements of the Arkansas Administrative Procedure Act.
