Extends the deadline for depositing the first 4.5 mills of gas assessment fees to general revenue from July 1, 2021 to July 1, 2023 under Arkansas Code § 15-71-107(b)(2)(B).

Changes the Oil and Gas Commission Fund deposit requirements to exclude the first 4.5 mills of gas assessments from fund deposits through July 1, 2023 under Arkansas Code § 15-71-109(a).

Updates the enumeration of general revenues to reflect the new July 1, 2023 deadline for the 4.5 mills gas assessment designation under Arkansas Code § 19-6-201(72).

Modifies special revenues classification to designate gas assessments exceeding 4.5 mills per fiscal year as special revenues through July 1, 2023 under Arkansas Code § 19-6-301(62).

Declares an emergency clause stating the act is immediately necessary for preservation of public peace, health, and safety due to funding requirements, with effectiveness upon gubernatorial approval or expiration of veto period.
