Corrects erroneous reference in education renewal zone prioritization to reference the State Board of Education instead of the Division of Elementary and Secondary Education under the Arkansas Educational Support and Accountability Act.

Amends invasive medical procedure requirements to clarify that such procedures must be performed by a trained and licensed healthcare provider licensed under § 17-87-102(10)(E) or other professional licensure statutes.

Updates multiple references to replace "State Board of Career Education" and "Department of Career Education" with correct current agency titles including "State Board of Education," "Division of Career and Technical Education," and "Office of Skills Development" throughout Title 6.

Repeals Arkansas Code § 6-65-104 regarding rural school teachers' training departments as obsolete.

Establishes that the act makes only technical, not substantive, changes to the Arkansas Code and prioritizes any conflicting acts from the 2021 regular session over this act.
