Removes duplicate language from Arkansas Code § 7-5-301(b) regarding voting systems by eliminating redundant requirement that direct recording electronic voting machines include a voter-verified paper audit trail.

Establishes that this act shall not expressly or impliedly repeal any act passed during the regular session of the 93rd General Assembly.

Specifies that in case of conflict between this act and other regular session acts of the 93rd General Assembly, those other acts shall be treated as subsequent acts and given full force and effect.

Clarifies that Section 1-2-107 of the Arkansas Code shall not apply to this act's provisions.

Declares that this act makes only technical, not substantive, changes to the Arkansas Code of 1987.
